Dr. Mark Bledsoe called the board meeting to order at 10:00 a.m. The following members were present: Dr. Jeff Kramer, Dr. Kathleen Deutsch, Beverly McCracken, Dr. Jerrid Goebel and Marcia Walter, Executive Director.

M/S Deutsch/McCracken to approve secretary’s report from March 8, 2014 meeting

Passed, no opposition

Marcia Walter presented the financial update.  The state account currently has a balance of $260,732.71 as of May 31, 2014.  The current fiscal year ends June 30, 2014.  With no additions or corrections, the board received the financial update as presented.

Dr. Kramer presented the investigative report.

Peer Review – Marcia reported that there was one peer request received from an insurance company which is being processed. Dr. Wayne Carr joined the meeting via conference call to answer a few questions regarding CCGPP.  Dr. Carr indicated no membership necessary, basically keep updated from website at, trend is moving more toward parameters rather than specific guidelines, more how responding to care. The board will continue to explore the possibility of implementing that document as a guideline for peer review.  The benefit of CCGPP is that it is a living document continually updated; up to date/current, focuses on parameters and research, best practices and outcome based.  Marcia will check with FARB and other professions as to how they review documentation concerns.

The board reviewed the current Department of Labor Healthcare Data Collection update request.  Marcia is in process of updating database and submitting the required information.  No action taken.

Dr. Bledsoe recessed the board meeting at 11:00 a.m. for new doctor matriculation.  The board meeting reconvened at 12:30 p.m. 

The board continued discussion on proposed rule changes to x-ray and CA continuing education; activating a lapsed CA license; requirements of activating a lapsed and inactive license; materials for peer review, temporary license for spouses of military personnel and initial license requirements.

No further action taken.  Marcia will continue to work on updates and consult with board attorney.

No information was received regarding request to consider use of escrow accounts.

Discussion was held regarding tracking DC’s that are certified to perform DOT’s.

M/S Kramer/Goebel to update database to include tracking of DOT certified chiropractors and to also include on the website

There were 10 students that passed the 36-hour x-ray course/testing in April 2014 during the SDCA spring conference.  Dr. Bledsoe and Dr. Kramer administered the practical test with Marcia Walter administering the written portion.

Dr. Deutsch and Dr. Bledsoe shared updates from the FCLB meeting recently attended in South Carolina.  Topics of interest included the NBCE working on a passport program to practice across state lines for certain events;  the NBCE has enhanced the Ethics & Boundaries Examination, Dr. Lisi head of VA program was very inspiring and talked of an exciting future for chiropractors in the VA system.  Social media was also discussed and is a problem worldwide.

M/S Goebel/Deutsch to approve preceptor application of Denise Ching with Dr. Chad Munsterman and Dr. Steve Clites and Brittany Jackson with Dr. Scott Hourigan.

After discussion, motion failed for lack of response

M/S Deutsch/McCracken substitute motion to refer to board attorney Craig Kennedy for consultation before granting license

The district FCLB meeting is scheduled for October 9-12 in Albuquerque, NM.  At this time, Dr. Mark Bledsoe and Marcia Walter are scheduled to attend.

Part IV testing will be held on November 14-16, 2014.  Dr. Bledsoe is planning to attend.
