March 8, 2014       

Dr. Mark Bledsoe called the board meeting to order at 7:30 a.m. The following members were present: Dr. Jeff Kramer, Dr. Kathleen Deutsch, Beverly McCracken, Dr. Jerrid Goebel and Marcia Walter, Executive Director.

M/S McCracken/Goebel to approve secretary’s report from December 13, 2013 meeting

Marcia Walter presented the financial update.  The state account currently has a balance of $276,365.73 as of February 28, 2014.  License renewals have been completed. Renewal data update was also presented as follows:

With no additions or corrections, the board received the financial update as presented.

Dr. Kramer presented the investigative report.

M/S Goebel/McCracken to approve #10/12, #02/13, #03/13, #07/13

Peer Review – There was one peer review done which was requested by the disciplinary committee.  Marcia requested the board review updating guidelines for peer review as Mercy is obsolete and Olson’s is not available.  Board may consider CCGPP since it is a living document continually updated; consider asking Dr. Wayne Carr to talk to the board about CCGPP at June meeting since he is familiar with CCGPP.

M/S Kramer/Deutsch to table further discussion until June meeting.

Significant time was spent reviewing various rules for potential updating.  Marcia will work with Craig and draft language to consider at future meeting. No further action taken at this time.

Marcia requested approval from the board to update the current database, through B-Pro who we are contracted with, to fit bigger screen on new computer.  Also, add additional information fields in response to senate bill 3 from 2013 session as well as common data elements that are be required by Department of Labor.

Clarification was given that it is acceptable to accept chiropractic assistant pace approved courses which include front office and coding for chiropractic assistants. No further action taken.

Request received from Betty Stahl, certified chiropractic assistant and medical assistant, for consideration to accept 6 hours of continuing education from medical assistant’s convention to be applied to her CA re-certification hours.

M/S Goebel/McCracken to grant six hours toward CA re-certification hours

The SDCA will be offering the 36-hour x-ray certification course during their spring conference April 24-26, 2014 in Sioux Falls.  Marcia will administer the written test and practical X-ray testing will be administered by Dr. Mark Bledsoe and Dr. Jeff Kramer.   

M/S Kramer/Goebel approve delegates/alternate delegates for FCLB/NBCE annual meeting April 30 – May 4, 2014 as follows:  FCLB Delegate – Dr. Mark Bledsoe; Alternate Delegate – Dr. Kathleen Deutsch; NBCE Delegate Dr. Kathleen Deutsch; Alternate Delegate – Dr. Mark Bledsoe.

NBCE Part IV test participants are needed for testing May 16-18, 2014.  Dr. Jeff Kramer and Dr. Jerrid Goebel will participate if schedules allow.

Dr. Bledsoe recessed the board meeting at 10:00 a.m. for new doctor matriculation.  The board meeting reconvened at 11:30 p.m. 

M/S Deutsch/Kramer to approve matriculants 31401, 31402, 31404, 31405, 31406, 31407 pending completion of their files
