Board Meeting Minutes


Friday, March 21, 2014, 12:00 Noon

Rapid City Regional Hospital, Ron Trautman Room (Main Campus)

Members Present:  Lisa Rave, Diane Dady, and Lenny Petrik;

The meeting was called to order by Lisa Rave at 12:00 noon with introductions of Board members, staff, and others in attendance. 

A. Minutes

Diane Dady moved for approval of the December 6, 2013 meeting minutes.  Seconded by Lenny Petrik.  Motion carried. 

B. Financial Report

The Board Financial Report was reviewed and approved.  Executive Director Randy Jones provided an overview and highlighted remaining balance.  FileDirector software was purchased to move our records into an electronic system.

C. Staff Reports


Employee Update: 

Director Jones reported the vacancy left from the passing of Ron Johnson has not been filled.  At this time the 0.25 FTE will remain until the vacancy is filled.

Inspector Reports:

Inspector: Paula Stotz

  • Completing the Critical Point Sterile Compounding Training which includes 797.
  • 340B Invoice record keeping seems to be an overall issue.  The pharmacies receive an invoice for the 340B products but because it doesn’t have any Financial part, they don’t seem     to have as much importance in their mind.  Any CS received or returned needs to be accounted for.
  • Cleaning up small inventories of broken tablets or expired drugs.  No big amounts being destroyed.
  • Updating the Wholesale inspection form to look similar to our other inspection forms and include laws and rules.  May need to update again in the future with regard to Federal regulations on Track and Trace.

Inspector:  Gary Karel

  • Most pharmacies are doing very well!
  • Under sterile compounding, we find that some of the IV room inspection reports from the vendors require follow-up and the PICs have not initiated an action plan.  For example, the air exchange per hour do not meet the USP 797 requirement.  Please review the reports when  they come back from the testing agency.
  • Remodels / New Pharmacies:  we have several remodels or brand new pharmacies over the past few months.  This has been exciting!
  • Reverse Distributors – reminder to PICs!  The reverse distributor that you use must be licensed as a wholesaler in SD.
Statistical Reports - Licensing activities were reviewed and discussion followed.

F. Complaints, Investigations, Disciplinary Actions, Loss / Theft Reports – Explanation of Complaint was provided and discussion followed.

G. SD Pharmacy Association – Sue Schaefer

Activity Report - Sue reported on the following:
  • 2014 Legislative Session bills tracked: EpiPen in Schools legislation, scheduling of controlled substances, Pseudoephedrine reporting updates, and Medicaid expansion.
  • Legislative Days/January 28/29, 2014 were a great success.  Next year’s Legislative Days is slated for January 27/28, 2015.
  • DEA Take Back Event Scheduled – The Drug Enforcement Administration (DEA) has scheduled another National Prescription Drug Take-Back Day on Saturday, April 26th from 10:00 a.m. to 2:00 p.m.
  • South Dakota Pharmacists Association – Annual Meeting is September 19-20, 2014 at the Cedar Shore Resort in Chamberlain/Oacoma.
  • Pharmacy Technician University – partnership with “The Pharmacist’s Letter” affiliate, a link to PTU is on the website under Technicians and Pharmacists and this is all computer-based.
  • APhA Annual Meeting – March 28-31, 2014 in Orlando, Florida.
  • National Efforts – On March 11, 2014, HR 4190 was introduced in the US House of Representatives to recognize pharmacists as providers under Medicare Part B. 
  • C & L Fund – Noted the importance of donations to the Commercial and Legislative Branch of SDPhA.  Discussion followed.
  • SDPhA Office Update – Launched new website, overhauled our emailing process by upgrading to Constant Contact, and added Facebook, all in an effort to build new relationships and strong collaborations.
Financial Report – Sue provided an overview of the financial report and noted a change in report documentation.


H.  Other Reports

SDSU College of Pharmacy – Wendy Jensen Bender

  • Admission process has been completed.  68 of 80 applicants were offered into the Pharm D program.  200 applicants applied with an ACT average of 27, and a GPA average of 3.75.
  • SDSU / USD will be offering a Master’s in Public Health. Courses start academic year 2014- 2015.  
  • Dr. Teresa Seefeldt received the Edward Patrick Hogan Award for Teaching Excellence. 
  • Dr. Debra Farver was the recipient of the College of Pharmacy Outstanding Scholar Award for her work in the area of interprofessional education.
  • Recruitment went well.
  • ACPE Self Evaluation is underway and the visitation is scheduled for October, 2014.

SD Society of Health System Pharmacists – Kelley Oehlke provided written information of the upcoming SDSHP Annual Meeting in Sioux Falls April 11 & 12, 2014.

SD Association of Pharmacy Technicians – no report

HPAP Update – Discussion was held and Director Jones will gather information and further     

      discussion will be held at the next meeting.

I. Old Business

  1. USP / NF <797>; Sterile Compounding Legislative Update – Discussion was held and Director Jones will provide further information as NABP is currently working on this.

J. New Business

  1. Carrie Hesper, Rapid City Regional Hospital Pharmacy, provided a presentation on Check-Tech-Check.  Discussion was held following the presentation.

    Diane Dady made a motion to grant a Technician Tech Check variance to Rapid City Regional Hospital Pharmacy.  Motion was seconded by Lenny Petrik.  The motion was objected by Jeff Nielsen.

  2. Technician to Pharmacist Ratio – Discussion was held on the ratio.  Following discussion, Director Jones will contact individuals to present outcomes from changes in Technician to Pharmacist Ratio at the next meeting.

  3. Continuing Education Requirements – Discussion was held regarding changes in Continuing Education for Pharmacists.  Further discussion will be held at the next meeting.

K.  Other Business

  1. Prescription Drug Monitoring Program updates – Director Jones reviewed the handout on the program and gave updates.
