September 28, 2012 

Dr. Mark Bledsoe called the board meeting to order at 5:40 p.m. This followed new doctor matriculation, which began at 4:00 p.m.  The following members present: Dr. Donn Fahrendorf, Beverly McCracken, Dr. Jeff Kramer, Dr. Jerrid Goebel and Marcia Walter, Executive Director.

Marcia Walter presented the treasurer’s report.  The state account currently has a balance of $198,496.95.  With no additions or corrections, the board received the treasurer’s report as presented.

Marcia Walter reported that there haven’t been any peer review cases since the last meeting.  With the implementation of electronic health records, we may see increase in peer reviews in the feature.

Dr. Bledsoe called to move the board meeting into executive session at 5:55 p.m. to review investigative report. Reconvened board meeting to open session at 6:10 p.m.

Discussion continued regarding request for the board to consider adopting a policy for procedures performed by Certified Chiropractic Assistants in South Dakota. The board continues to have concerns that everything in the proposed policy is not covered in the approved 20-hour program for CA’s as defined in rules. Therefore, no further action will be taken regarding this request.

In response to the Governor’s red tape repeal request, Marcia requested the board’s permission to repeal 20:41:11 Chiropractic Hospitals and Facilities. This is a chapter in the rules that is obsolete.  The repeal would be done with the next set of rules updates.

The board continued discussion regarding informed consent.  An article was put in the newsletter which asked for comments from the licensees.  Marcia reported that no comments were received.

DOT Exams – certification won’t be finalized for a couple years; there will be a universal program in place but not enough information at this time to warrant any further discussion.

A request was received from Dr. Charles Broberg asking the board for chiropractic continuing education credit based on the PA program he is pursuing through University of North Dakota.

The board reviewed requests for reactivation of chiropractic assistant certificates that have lapsed.  There currently aren’t any rules in place for reactivation so chiropractic assistants need to retake the coursework.

A request was received to allow chiropractors to take chiropractic assistant courses for continuing education credit.  Discussion included the fact that chiropractic assistant courses are geared more for CA’s not chiropractors, may be intimidation if DC’s are in with CA’s.  If there are topics of CA content that DC’s are interested in it would be best to have that presented at a different venue with the content geared toward chiropractors, etc.  Dr. Bledsoe entertained a motion to allow DC’s to obtain credit for taking a chiropractic assistant approved course.  No motion was received, therefore, motion was lost.

Dr’s. Fahrendorf and Bledsoe gave an update of the FCLB District meeting recently attended.  A few topics of interest were FreeCE; national chiropractic assistant training; social media, etc.

Dr. Bledsoe opened the floor for nominations and election of officers

The next board meeting will be held on December 1 in Sioux Falls.
