Board Meeting Minutes


November 13, 2006 Regular Board Meeting

The Board convened at 10:33am MST, at Rapid City.  

The Secretary called the roll.  Board members present:             

            Valerie Hinzman,   President
            Jamie Clark, Secretary 
            Gail Dawn, VP

Also present:

            Brett Koenecke, Executive Secretary

Correspondence: The Board considered requests for late license applications and directed the Executive Secretary to respond by requesting those asking to submit their applications.

The American Medical Massage Association  submitted a request to be preapproved as a provider of a licensure test in South Dakota. The board directed the ES to respond that the statute in place is the measure for any licensing test to meet, and that there are no plans to change that statute.

The recent bill draft of the Chiropractors was discussed and the consensus was that the proposed changes to their practice act were not a problem. It was pointed out by the ES that everyone should understand that it’s a measure of magnitude that BMT was asked by another health profession to review its proposed legislation and give feedback. Prior to the Board’s creation there would have been no regulatory entity to review or pass on legislation which would/could have affected hundreds of people. All MT’s should understand that the board is filling a void in that respect and it’s a great place for the profession to finally occupy in South Dakota.

The board heard from the ES that no action had been taken by the Governor on filing the board vacancies at this time. No way to prompt action exists and waiting is all that can be done.

President Hinzman gave a report on the Federation of State Massage Therapy Boards meeting in Kansas City in September. She was able to attend and network with other board members and execs. So far the membership is worth it but they have a lot of work to do. They are developing a test for use in licensure as well and hope to have it out by 2Q/3Q 07.

The board engaged in a discussion about the upcoming Educators round table discussion at board offices, including a review of the invitees and the agenda.

The board heard a report from the ES on the City of Sioux Falls licensure proposals. The ES had been to a meeting of the city council wherein the proposal was made to eliminate the city massage license but keep the establishment license. The board directed the ES to continue to inform and educate people in Sioux Falls on the licensure matter and to attend further meetings as invited or asked.

The board heard a review of licensure situation from the ES. At that time, there were approx 275 applications on file, and the board would expect to get about 175-225 more according to initial projections. It was noted that those who had not applied were probably in four categories:

  1. know about licensure and incorrectly think July is the deadline
  2. don’t know at all
  3. know and don’t care or simply won’t get a license
  4. know and lack the focus or drive to just get it done

It was determined to send postcards out to follow up, esp to Chiropractors offices and spas/salons.

The board adjourned at 12:30 MST and after lunch went to Headlines Academy where it took a tour of the facility and engaged in a question and answer session with the current class of MT students.
